Exciting rule changes open doors for small homes in Golden Bay

Takaka Tiny Home self contained sleepout accommodation

If you’ve been thinking about adding a sleepout, studio, home office, guest space, or small rental unit to your property — it may have just become a whole lot easier.

Recent changes to New Zealand’s building rules are creating new opportunities for homeowners who want practical, affordable living spaces without the same level of complexity that small builds have faced in the past.

From 16 January, updated Government regulations have introduced a more streamlined pathway for building small standalone dwellings up to 70 square metres. For many Kiwis, this opens the door to smarter use of land and more flexible living options — especially in places like Golden Bay, where space, lifestyle, and housing needs can look a little different to the bigger centres.

Why small dwellings are becoming a big deal

As housing affordability continues to be a challenge across New Zealand, smaller homes are becoming an increasingly popular solution for people who want to live a little simpler — or make the most of what they already have.

Small dwellings can be ideal for:

  • sleepouts and teen units

  • studios and creative workspaces

  • home offices and consulting rooms

  • guest accommodation for family and friends

  • fully self-contained rental units for supplementary income

  • tiny homes or compact holiday retreats

For many Golden Bay property owners, it’s not about building “bigger” — it’s about building smarter.

A local builder’s view: less uncertainty, more momentum

Bay Wide Building Limited director Daniel Burton has seen the impact that complex processes and delays can have on local builds — not just for homeowners, but for tradies too.

“Over the years I’ve had multiple builds held up by consent delays and uncertainty, and that flow-on effect is huge in a place like Golden Bay,” says Daniel. “It doesn’t just impact the homeowner; it impacts local tradies too. When projects get stuck in limbo, contractors and suppliers can be left waiting with no work to move on to.”

Daniel recalls one client who began the consent process in good faith, only to later discover the permit would be issued as temporary — leaving uncertainty about the building’s long-term future and whether it could later be required to be removed at the owner’s cost.

“They ended up spending thousands on planning and applications before deciding they simply couldn’t keep going,” says Daniel. “They walked away from the project, and that meant I couldn’t rely on the work going ahead either. It left a gap where there should have been jobs lined up for my team and other local contractors. That situation isn’t a one-off. We’ve seen good projects delayed or abandoned because the process felt too risky.”

For Daniel, these recent changes are a welcome step toward helping good projects move forward with more confidence.

A recent Takaka sleepout project (and what’s possible next)

Daniel has recently completed a fully self-contained sleepout in Tākaka for a local couple, designed to be used as supplementary income accommodation — a great example of how small buildings can add value and flexibility to a property.

With the new rule changes now in place, he’s excited about the opportunity for more projects like this.

“This is the type of work where our craft really shines,” says Daniel. “It’s not just putting up four walls, it’s about making a small space feel like it belongs. We can add those finishing touches like custom pathways, landscaping details, and design choices that make it fit seamlessly into the existing property.”
